Angola became an EITI implementing country on 16 June 2022. Its most recent validation against the 2019 EITI Standard, dated 18 June 2025, records an overall score of 63.5 points, categorised as "fairly low." An Angola 2023 EITI Report was published on 24 December 2025.

The context explains the weight the government attaches to the process. EITI records Angola as Africa's third largest oil producer, with oil accounting for roughly 86 per cent — USD 31 billion — of total export earnings in 2023, and as the world's fifth largest diamond exporter by value, with exports exceeding USD 1.5 billion that year. Diversification away from that concentration is the stated policy objective behind both EITI accession and the wider mining reforms.

For exploration-stage holders, EITI reporting is not primarily a direct filing burden — it is a change in the environment in which their own disclosures are read. Beneficial ownership, licence registers and payment flows become subjects of published national reconciliation. Separately, the regulator has signalled a move to a digital mining cadastre intended to improve transparency and efficiency in the award of mineral rights.

Holders whose internal records cannot survive that level of external visibility face an avoidable risk at renewal.
